I'm plowing through the rules and am trying to figure out how to create a "container".

Please help?

What do you mean? Containers are Divison, Corps and Army ( also Fleet).

In order to make a division one must have a barracks in the city in question, in order to make a corps one needs 2 barracks in a city, for an Army you need 3 baracks. The fleet I believe is available in any port that has a shipyard.

They are "units" so you "produce" them in the same manner you produce brigades.

Produce them in cities with barracks, just as you'd produce cavalry or infantry or another unit. One barracks for a division, two for a corps, three for an army. Fleet containers are produced in shipyards.
