Hexes--forts

What's the difference between a "fort" and a hex with a fort symbol around it (e.g., Boston, Montreal)? When I click on the latter hexes, there's an indication that a fort is there beneath the terrain window, but nothing else. I don't understand this.

The hexes with the wooden looking walls are more like field fortifications (trenches, some barriers etc). These can be built in any hex without a real fort provided you have enough men and supplies in the hex.
The real forts are look like Ticonderoga and cannot be built built during the game. They can be repaired if the fortifications are reduced by siege bombardment or random events.
