What are the exact update procedures for Wit, when loading a game for the first time.

I seem too be having a problem with the mine laying procedure?

Johnny, it seems that now all you do is install WITP and then apply the v1.804 comprehensive patch. After that, install any mods you want and you're ready to go.

If you've got a minelaying TF ready to go (fully loaded, needs to happen at a level 9 or 10 port or any port with an MLE - and sufficient supplies no matter where you are), you will need to switch the TFs orders from Do Not Lay Mines to Lay Mines. That was a change in a recent patch (v1.8, I believe) that caught a few of us off guard.
