I played my first game, American Rules, quick game. I noticed a few issues with the AI.

1) The Computer down 31-24 with 40 seconds to go in the game. Had a 4th and 8 on their oppents 40 and they punted.
2) The computer had 2 timeouts down 31-24 with 30 seconds to go and did not call a time out.

Is this normal?

It depends on the playbook profiles. I think you use the standart playbook and here are these things not really considered. A well designed playbook profile will boost the AI.
