The details of Grand Strategy

One thing I've always wondered about since the original WAW was how many divisions would one infantry or Armor unit count as. I know Gary Grigsby aims for realism in many of his games at least from the ones I've seen.
I know this game is done from a large scale grand strategy point of view such that one armor would count as not only tanks but other smaller support vehicles.
I'll have to brush up on my WWII history but I believe that Hitler used 7 Panzer divisions in the Fall of France. I wonder what guidlines 2by3 used for figuring out the number of infantry and armor units at the start of the 1939 scenerio. What I love about this game compared to the A&A board game is the detail and realism.
