In my last turn in my PBEM game against JanSorensen (I am the Allies) I had the following situation:

Some resources in India, not matched by Factories
Some unused factories in the US without resources (no transport link between India and the US)

Nevertheless it was possible to convert the unused factories into research points over the research screen. Since I could not build anything with those US factories it should also not be allowed to create research points with them.

In the next turn did you check if the R&D level has been increased? if so it might be a bug

Also when placing another beacon didn't the factory producing it show a -1? if it did you placed a research point but I'm sure it was not produced when you ended the production phase.

I did not cxheck thoseparticular points, so I cannot tell you, if they are true. At least in the research window it seemed to create real research points...
