Fort Levels........and all that.......

Are fort levels in non base hexes number dependent...........?..........in my game with Speedy I have a hex...... that when I had 1700 av in the hex.....I had a fort lvl of 6.....but now that I have 5000 av in the hex.......my fort lvl is 0.........I suppose this would make sense and stop one Const. Bat. from building fortifications for the entire Army.......but I had not seen this before.........

Did you have a couple of HQ units? I know most of the HQ units have a fort factor...

There was 1 HQ unit in the hex when it had 1700 av.....now there are 4 HQs........

In a non-base hex, each unit has its own forts. Look on the individual LCU info screen in the upper left to see this value for each unit. The units that were already there still have their forts (assuming they haven't moved); the units that recently moved in will build them in time (assuming you have construction engineers present in the hex).

Just remember that forts in a non base hex do NOT stop you from a retreat if the enemy gets a 2-1 attack roll.  Do not count on that.  I have learned that through experience (when I was counting on it).  They may modify your assault value, but the retreat will occur if the other side gets 2-1.  Normally, it would require 2-1 PLUS the fort level (ie. 5-1 for a level 3 fort) before a retreat occurs.

thats correct, but the non-base fort levels make it harder to 'achieve' the required 2:1 odds in a nonbase hex. Same goal, different mechanics. So the non-base forts are still important.
