I downloaded Real Romanians along with the map pack. Then installed the map pack into the maps folder and realrom.cc3 into the plugins folder but when I open the program up and check the campaigns there's no Romanian campaign listed.

Is there another step I haven't done?

you have realromanians.cc3 in the plugins folder...great.
 
Use Command centre to launch ModSwap.
 
Use ModSwap to Load RealRomanians.

That's what it was.  I'd opened up Modswap but I didn't realize I had to hit File in the menu bar to find the plugins.
