Those are the changes to the unit's Ratings as a result of the just-fought battle. If you take "snapshots" at the end of the battle and then at the Deploy stage of the next, and compare them, the EndBattle report will list these +/- Rating changes, and the Deploy report will have them applied: Unit B0 that has a 68 EXP, for example, and gets a +2 in the EXP column, will have a 70 EXP to start the next battle.

I understand the xp plus or minus. But I dont understand the sgt plus or minus. Or the 1Lt plus and minus. Asgt plus three or minus 2 what does that mean.

Those are promotions, I believe.

Yes, they are promotions.
For example: Unit D0 2Lt is killed. In the next battle former unit D1 becomes D0 and Sgt is promoted to 2Lt. On the other hand if a leader of unit D0 is promoted to 1Lt and gets killed, next leader will be 2Lt.
Sometimes there will occur some errors like Sgt leading a platoon as D0 when 2Lt may be f.e. D2. If you like, you can then reform it by changing command structure during the next deployment. That is to say assign D0 to E-formation, then assign D2 first to E-formation and then back to D. Now it's D0. Then assign former D0 back to D-formation and it'll be D2.
