please, when I click on the unit, it doesnt go to "production", nothing happen(even in the tutorial)

From the image, you are still in the movement phase (the "Su '39" with 3 arrows in the top left of the image).

In order to produce, proceed to the production phase by clicking the red arrow at top right of screen.
