two questions:
1) does ACS do anything?
2) can you modify the multiplier that PCS is affected by under different emcon levels?

my (limited) understanding is that Active cross section DOES work
tests with ACS ranging between 0.5 and 2 show marked detection differences
but it does not seem a linear progression, 0.5 making detection very short ranged and numbers above that giving much longer detection distances within a range band of 20ish clicks
(actual range seems to depend on the detecting ships sensor range parameters)
Of course its not the actual detection distance, but a lock on distance (ships are seen but not lockable at greater distances)

PCS does nothing anywhere unfortunatly, and should be ignored[&:](it was removed in the beta tests iirc)

emcom 1, 2, and 3 seem to have a much greater effect on detection levels than ACS
However there seems to be a bug in the switching which makes emcom unusable (imho)
droping down emcom levels in cap ships makes the sensors switch to passive mode and the sensors never come out of passive mode consistantly (bad in a fight)

alot of the sensor model was thrown out and the rest simplified and its never been quite right imho [:(]
there is a hard parameter (DETET) for seting the absolute detection range (not subtle tho)
