I don't see anything obvious. Usually this kind of problem is due to an old video/sound driver or to a 3rd party codec. Your video driver is up to date and your sound driver is reasonably up to date. I don't know where to look for 3rd party codecs so hopefully a Matrix person will take a look and see if they see anything.

I too am having the same problem as matze, I load up the game and whenever I try to start a scenario the screen freezes at this "setting map scroll speed"
additional information: I also noticed that whenever I start up all the sound levels are completely turned off if I go to options. I've installed on someone elses computer and the game both works and there is music playing right at the menu. I did not encounter this problem with vanilla World at War.
included dx diag as well.

I'm including a screen as reference, its the last I see of the game before error message comes up and game closes. I figure the more information you guys have from different computers experiencing the same problem will help you.

The first person sent me an email saying he found a way around the problem. I think he said he set the map scroll to 0 before starting the game. Try that. If that does not work, try setting the map scroll to 3. Hopefully this workaround will work for you too. I have no idea why this problem is coming up.

Well, after reinstalling the game and trying the work around, I was finally able to start a game.
BUT.....
The screenshot I attached explains it best, units on the map are shifted off of where they are supposed to be. Out of the frying pan and into the fire now.

This happened to me once when upgrading the game, I think it was while beta testing. Try uninstalling and installing it again, launch the game before applying the patches see if it happens or the error is after the patches, then apply the patches.
I'm no programmer so this is just what i would do.

I tried reinstalling again, the error happens with or without patching.

hello, i have the solution, i have matrix and joel informed:
you must set the map scroll speed higher than 0, 1 or higher, then the game runs...
