Since all the sotuation are judged by the comparison of two random numbers. Can I consider it sufficient to keep all the spies and SIGINT&SECURITY over 1? Would 1 spy works just the same as those who has 20 spies? Anyhow, if you wanna conduct multiple tasks in one trun, the spies send to one countries should be no less than 3. Was that right?
