Events\Production tab info wrong

Events\Production tab under the City heading shows the troops listing. Then under the Production list it lists cities.
This is playing Southern Steel turn 2. Thank God for pictures!

OK, this is really weird now. This is the full Production Tab at turn 3 if I open this saved game first:

Now this is the same saved file but I first loaded a different saved game and then opened this one at turn 3. Keep in mind this is the same exact place the above short picture is at, but I just opened a different saved game first:
