This save is Southern Steel and from the Union side. The problem is that if you build a shipyard in RI it recognizes it in the city list if you filter for shipbuilding cities, but no ships appear in the list to be built for that province. I noticed this playing a game and I started over giving no orders but to build a shipyard in RI. It's one turn away from completion. So advance the turn and bring up the production list for RI to see the issue. I've tried figuring out why this province cannot support building ships but either I'm missing something or there is a bug. Even if I'm missing something rulewise then shipyards shouldn't be available to be built.

Thanks!  I think RI doesn't have a port, so the problem is more that it shouldn't be able to build a shipyard.

The entire State of Rhode island was a port!!!! Very nautical people there!!! famed for seagoers and shipbuilding!!!
