Few questions, potential buyer

I was just wondering if the DB editor is available to users as in previous (Harpoon 2 & before) versions of this game?
And, same question, but the scenario editor?

PS. Is there an outstanding bug list anywhere? Didn't see one but only poked around a bit so far. Please, just info on these, looking for help, not a war.

Basically you have to agree to a set of basic conditions (don't copy other peoples stuff, don't hack the editor, yadda yadda) and we'll provide you with the editor for free.
The bit about not copying other people's work seems, potentially excessively severe. What about using other people's work as a basis for one's own work BUT, obviously, with full attribution. Surely that's fine? I've made a mod for War in The Pacific and used another group's work as the basis for my mod. Where I disagreed with their conclusions or just had a different philosophy re: what I wanted the mod to recreate I put in different planes, ships, gun values etc. I clearly outlined what my work was based on and I and the base group discuss freely enhancements to both mods.
So, what if work is copied but attribution is given?

There have been MAJOR problems in the past with people copying other people's work without permission or attribution. In fact I would estimate that 90% of the problems and conflicts in the community are a direct result of this copying and the way it was handled by all participants.
The various 3rd party databases are intellectual property of their respective authors and if you want to use their work feel free to ask them for their permission to do so.
I think modding a DB is fine as long as it is for your own use, but if you want to publish your work you will need permission by the previous author(s) first.
So much about that.
