Believe I can do a good job putting thet allies in there place. But have no experience with pbem, so will need some walkthrough.

I'd also be willing to give it a go. I've only been involved in one PBEM, playing (badly [:D]) as the Japanese.

You start the game as the japanese using the options agreed upon between you and your opponent and end turn and save sending him your save game file and the wp.prfs file.
He enters his orders and hits end turn then sends the file back to you.
You open the file and the replay starts. You then play the turn and end orders and save.
You send him the save game and the replay so he can run it to get his reports.

So the game is always started by the japs b/c of how the turns are set up correct?

Yes. All of the game options are set up by the Japanese player IIRC. This includes combat replays, auto sub ops and automatic replacements for units.
