As the Union, how do you destory runners?

if you are in the same area with a fleet, each ship has a 10% chance each turn to destroy one; it happens automatically, no battle; later, there is a naval upgrade ( Blockade operations) which raises this percentage by 50% (or lowers it for the CSA)

From which it can be inferred that the more ships you build as the Union, the better your chances of destroying runners.
