Veteran units temporarily hiding their status

Some units hide their veteran status during the production phase. Here's a simple test anyone can do to duplicate this problem: Start an Uncommon Valor game, everyone human, advanced supply, fog of war off. Do nothing with all of the countries on the first turn. If you examine Paotow during the movement phase (doesn't matter which country), there is 1 veteran and 1 regular infantry. However, if you examine it during a production phase, that veteran infantry appears to become a regular infantry. Then, when you go back to a movement phase of a different power, it regains its veteran status. I believe this veteran self-demotion and re-promotion happens with many of the veteran Japanese units too.

Its just a visual effect. During the production phase units tend to "stack" more than they do during the movement phase. Its nothing to worry about.

Yep, same thing with units being virtually supplied (or not) during production phase.
