Sub War revised?

The new sub rule is great as now we can't use U-Boats to rule the waves and render the mighty British navy useless.
Just now have the feeling that U-Boats are useless (but still very dangerous) to realize their mission which was to blockade the shipping lines to the UK. You just need to attack a UBoat with 1 light fleet or any plane to make him deep sea diving and render him useless or build another line of transports around that U-Boats. So as a results UBoats are still a dangerous weapon but you mostly sink empty transports without ever really hindering the build up of forces in the UK
So I would propose another rule saying that UBoat are doing still OPP Fire against Transports moving or against troops/supplies moving via a convoy line but with a penalty if he was shot at and also with a %age chance of doing so.
In summary:
- Not being shot at: same rule as per now.
- In Deep Diving mode: OPP Fire against transports or troops/supply moving via transports in the same sea zone at minus X and with 50% chance of actually doing the OPP Fire.
If I could dare I would also suggest a more drastic approach:
- U-Boats less efficients against Fleets (HVY, Carrier, Light) but same against Transports as per now.
- Give a small percentage of critical hits against Carrier, HVY to keep the possibility to redo some of the great actions done by subs against Fleets.
- Give a OPP Fire (or a %age chance of OPP Fire) for Subs against Transports or troops/supplies transported (only not against Fleets) in the same idea as what's done now with CAGS.
- Give a reduced OPP Fire (reduced %age) in the same idea as above when the Sub was attacked previously in the same turn.
This would need a lot of testing to make it balanced but the idea is really to recreate the blockade feeling that U-Boats did shed on the UK.
It would also recreate the need for the Wallies to imperatively win the Battle of the Atlantic before dreaming of doing D-Day. Churchill did say that his worst nightmare was the U-Boats afterall.
