Can cities be destroyed?

I am playing a basic game with the beta patch so I thought I'd post my question here. I am playing as the Union and had one of my cities destroyed! Kentucky entered on the side of the CSA and I decided to take all of the cities back. I retook all of them and then moved on to take on a near-by CSA division. When I moved away, another CSA unit moved in and retook Lexington. Rats! I moved back to take on the pesky CSA unit and then retook Lexington. After the seige, Lexington was no more!!! Is this normal? Thanks.

If you've got a save game file from the turn before it happens, please zip it up (both the .sve and .rep files) and e-mail it to
ericbabe@west-civ.com. I didn't think this was happening in the latest beta. Thanks!

Maybe trying what I described will work?
