can't move troops at the worst times

I was playing in early 1864 and the French declared war on me. My forces on the Mississippi were totaled by fresh French troops at Baton Rouge. I had reserves out east because the ANV was destroyed late 1863. However, I could not move them over to finish the job because they would not use the tracks where available and had to be moved manually. By the time I got there, it was too late. Many times this issue has cost me the war. When will this issue be fixed with a patch?

Were the tracks blocked by enemy units? Did you have enough rail points to move the military group selected? I have used the railroad system to move military units from the eastern theater to the western theater, so it should be possible to do this in your games.

Well unless this was addressed already, the northern line works alright but the southern lines do NOT work across any rivers, Nor does the line that appears to cross the Mississippi work.
Cant see how thats what he means though.

In the Beta thread we found a number of river provinces that were not "part of" any state. I wonder if that's what's breaking the rail movement? Many of them were on the Mississippi in the south.
(Normally, all river provinces are supposed to "belong to" one state or another for garrison request purposes. If you move your mouse cursor over the river province it should list the two letter abbreviation of the state it belongs to.)
edit: and I know this is a bit of thread necromancy, but the issue didn't seem to be addressed.
