RHS non-radar detection of aircraft

The nominal model of WITP seems to say "aircraft are detected by sound detectors or radar." Technically, the sound detector is modeled as a poor quality radar. In non-RHS forms, it works 10% of the time. The worst true radars work 50% of the time or more. RHS has been using a standard of sound detectors = 25%.
There is another significant way to detect aircraft - visually. I believe that the sum of visual and sound detector probabilities should be just below the worst of the radars - so we are trying 40% as the first pass. We are no longer calling it "sound detector (J)" and "sound detector (A)" but
AV AC spotters (J)
and
AV AC spotters (A)
