Is Melbourne a city hex in RHS?

I was looking over the Level 7 Map of Oz as I'm considering a full blown early invasion of Australia (may be dumb but going to war with the Allies wasn't exactly the brightest move either). In looking at the map, it doesn't appear that Melbourne is a city hex. Is this right or was the little black triangle unintentially left out?

They may not be exactly triangles (I suppose they are more like rotated squares) but they are clearly missing from Melbourne while present in other hexes.

Melbourne appears in hex 34,118 at source. You have something wrong file wise. Clearly your art files are right.
Petty much this must be a problem with the location file or the pwhex file - try getting them again.

OK - those are urban terrain markers. It is indeed missing - and has no effect on the status of Melbourne - or travel to/from it.
