Two undefined locations

There are at least two locations that might be used I do not see any of us using:
337 and 338
it is also possible that 216 will work
We have been removing locations in order to add them in RHS. We can leave these open for modding.
We also can entertain suggestions for locations removed (or never added) that could be put back.
These include new islands like Amsterdam, old islands like the Falklands, and a number of minor "dots"
in Indonesia. I don't think Tristan da Cunha should be considered - it has no facilities - and was only an
entry hex in Level 6.
