Acw Governor Request Mod
For those of you who just don't enjoy the Governor Request system as it is currently implemented, but don't want to disable the Governor option, because of all the other neat governor actions. Here's a modification to the AcwGovReq.txt file.
It basically only implements requests for:
Factories, Mints, Horse Farms, Mines, and Arsenals.
Indeed, they are even weighted such that the states will generally request items that they have already chosen to produce, such as horse farms being more likely to be requested by a state that has horses selected in one of its city's resource boxes.
My reasoning:
These are items needed by "all" the states in various degrees. The military was taking these resources from the civilian sector and the governors would want those made up. At least it makes sense. I threw in arsenals because it is rather universal for military use. Nothing too expensive game wise to throw your economic plans totally out of whack, due to irrational (IMO) requests, none of them cost money, either. So yes, it makes it much easier to satisfy the governor building requests if you use this MOD. My whole MOD purpose was to keep the requests, on a lower priority, so that all the other governor actions could be enjoyed.
Attached is the modified file "AcwGovReq.txt"
Just replace the current (original) "AcwGovReq.txt" file with this one.
It is strongly suggested that you make a safe copy or as I do, rename the original, before copying this file into the Forge of Freedom/Data folder

edit: At the moment this file will work with all scenarios. I even think the changes will be implemented with saved games, but I haven't confirmed that yet.
