Question About Leader Database

Thanks to Helpless, I have DLed Michael's witpload.exe, and have figured out how to export databases. I have a question that the Reference Tables.csv file does not fully answer for me.
What does "CommandsType" column in the Leader database file mean? The Reference Table file provides the following key:
1 Headquarters
2 Large ground unit
3 Small ground unit
4 Task force
5 Ship
6 Air unit
I'm playing around with the Super Dreadnoughts 1926-1930 single player version, and I've got a game going where I'm playing Japan against allied AI.
So I've exported all the databases for this scenario (SCEN 006) and pulled out the Leader Data. When I isolate the Nationality = 2 guys (IJ Navy guys) I see that Vice Adm Adachi, E. has "CommandsType = 1." Opening up my test game, when I open up a couple TF floating in Tokyo I get interesting results when I try to switch commanders out from different task forces.
When I open up a sub TF in Tokyo, I can see Adachi E. there in the available leaders, and his numbers match up (Ldr=48; Insp=49, etc.) and he is "best qualified to command a sub fleet."
When I open up a mine warfare TF in Tokyo and go into the Leader selection window I can again see VADM Adachi, E. and this time it says he is best qualified to command a surface fleet.
Same thing when I open up a tanker TF in Nagasaki. Adachi is qualified to command it, and he is "best qualified to command a surface fleet."
Same thing when I open up a tanker TF docked at the island of Amami (b/w Formosa and Kyushu). All this is making me think that what CommandsType means is = "where is the guy or what type of unit is the guy in at the start of the scenario." However a bit more checking brings this conclusion into question . . .
Strangely, when I dock the Air Combat TF that is in Takao, and open up the Hosho, VADM Adachi is NOT listed as one of the available commanders [&:]. Nor is he available as a commander for any of the other ships in this Air Combat TF 18.
However, when I open up other TFs in Takao and other bases on Formosa I get strange things. It seems Adachi shows up as being available to command TFs that DO not include ships that qualify for surface combat operations (BB, BC, CA, CL, etc.). This is true whether such a TF is set to Air Combat, Bombardment, Surface Combat, Transport, or Escort. But Adachi DOES show up as being available as long as a TF does not includes such a surface combat capable vessel in it.
So my hypothesis is that this variable "CommandsType" indicates the limitations on what type of vessels/units an officer can be in charge of? With "CommandsType = 1 meaning command of any naval vessel that cannot be set to surface combat.
