AI holding on to key sites

Just finished the 1775 scenario as Colonials vs. Brit AI: won on points, approx. 3200 to 2400 because the AI retreated into several key forts -- Charlestown, NY and Porthsmouth -- in order to deny me an early strategic victory.
The Brit armies in these forts were so large that they couldn't be taken via blockade by both land and sea during good weather. In Charlestown, a very large army led by a Brit Admiral would sorti to defeat any attempt to cut-off its supplies by land.
However, it was educational for me to seige of Baltimore, where a Brit fleet was trapped in port by the French Degrasse; the Brits were pounded when they tried to leave the harbor. No wonder the Brit fleet left Cornwallis to stew in Yorktown after the French finally showed-up; it must be difficult for sailing ships to maneuver when bottled-up in a harbor!
