I would assume that by narrowing my search arcs (deselecting arcs on the search rosette) that I will thereby improve the search ability in the remaining arcs that are active. Is this correct?

Pretty sure all it means is that since your "recon trained" bombers are on duty as naval search planes, they are unavailable as bombers. So it is necessary to decide whether to use A/C to search or to retain them for possible future attack.

That is not correct. The system will maintain one serach plane on an outbound leg at all times in each search sector, but no more than that. Turning off unecessary search sectors will give you more planes available for striking, especially for the US player whose best strike plane, the Dauntless, will normally be used for searching as well. Japanese TGs will use the floatplanes from any cruisers first for searching before using their carrier based planes.
