Can anyone give an abridged version of how Japanese ships move on GT 1, Scn 15.

I realise special movement conditions are in effect but what are the parameters.

Off the top of my head (I think) they move a week's worth of movement for 3 days use of fuel. 

Oh yeah, fast transport doesn't have this ability.  Change the fast transport TF at Kwajlein to regular transport and it'll move much faster.
