Russian Winter

Ok, so I just purchased this game, and played through 1 campaign as the axis. Having never played it before it is a little discerning that I was able to capture all of europe (minus britain) and turkey by games end. Regardles, and correct me if i'm wrong, does the effects of winter in the USSR cease when the USSR is defeated.
I only bring this up because it just happened that when I finally defeated Russia, and had 90% of my troops in the complete eastern part of the map, it was then that the allies decided to launch a d-day of sorts. Now, since I had just knocked the USSR out of the game, the movment penalty of the winter seemed to cease as well. I was able to hold off the allies long enough for my whole army to scamper back west to beat them. Now to me it doesn;t make sense as to whether the USSR exists or not as to keeeping the movement penalties there so things like I did would not happen.
