Sorry if someone mentioned this already - but I played a TCP/IP game as Axis to late '42 without seeing any partisans appear in Russia. I know they pop up from my games with AI, but was wondering if there is a bug here.

They don't work in TCP/IP - I think there was a code problem with them working in TCP/IP so they were not included.
