Built new base but cant transfer items/personnel

How do I move items and personel to my new base? I have a power plant and 2 hangars there. I dont see living quarters or anything else and they arent available to build on this base....

Your main base is the only one at the start that allows you to build everything....over time, as you advance in the game, you'll be able to build additional facilities at these other bases.....you should be able to build detection radars too at the outset....

Really? I read other threads and they said that the other bases are only airbases with no living quarters/factories/laboratories...?

I don't believe you can build living quarters at any other bases but the original.
