scrolling is not very fluid

Hi, why is the scrolling so slow? [&:] What can I do do make it more fluid/faster? It seems to be that I have 5 FPS?? Is there a way to fix the problem, cause its annoying me...

My System:

Intel Core 2 Duo 6300
2GB Ram
NVIDIA Geforce 7950 GTX2

Sorry, that is how the scrolling and graphic engine was built nothing much we can do about it at this stage.
