Is there a requirement for the Germans to maintain certain levels of forces in the East after the Russian surrender?

Not sure of this one yet...In one game, I left the east front set up alone and noticed that all of my 6 points of German airpower could only be used in the West Front (take a look at Ray's {aka Lava} screenie of this)...but in my most recent game I decided to pull the HQ from the east to west and place 3 reserve corps to the east. The result was that the German east front airpower option was now activated...so I triggered something by doing this but not certain which maneuver did it....

Just finished the manual, and it states that in order to assign Airpower to a Front, you must have Ground Forces in that region.

I am thrilled and really like the game thus far.

It'd be nice if the Russians did surrender...buggers are keeping my troops pinned

The game automatically removes enough strength to use as a garrison when Russia surrenders.  Based on closest to east edge of game map and lower quality first if I recall correctly.

Is this situation reversed if Germany conquers France first and then sends it's army East or do the pesky British make this a non-issue?
