Something Isn't Working Right

Has anybody ever seen anything like this before?

Notice the formations total is 121 (out of a maximum of 100).

And notice that the Polish formations begin with formation CW0 (out of a maximum of CV0).

Needless to say, this scenario did not play properly.

My question is: How did this happen? How is it even possible?

It seems that the error is not general type since no one has commented it. Somekind of error it has to be since usually that's not possible. Did it happen more than once?

The error might be re-produceable.  Try this:
 
Go into your scenario editor and create a game.
Now buy player 2 forces, 100 formations and 400 units.
Now buy player 1 forces, 100 formations and 400 units.
Save the scenario as a test.
Exit SPWAW.
Start SPWAW again and load your test scenario from the scenario editor.
Delete all player 1 forces except the A0.
Re-purchase player 1 forces.
Now go into your purchase screen for player 2.
 
What do you see?

Works fine for me

The same thing I saw when I bought the P2 forces: A0, B0, C0...CV0.

Sounds like your steel.prf is corrupt...or there is some other factor causing this. Does this happen every time you try and build a scenario? Or only when you fill the available unit/formation slots?

Tried two times. Nothing exceptional happened. P2 still has 400 units in 100 formations. Tried to delete some units and re-buy them. 400/100 limit was still there.

Could it be either a sudden bug happening at times or that some files in your installation are corrupted?

Did it occur again in your game?

I'm still trying to figure out what happened.
 
I'm testing another possibility.  Some of the player 1 units I orignally purchased I made into auxiliaries.  Perhaps when I deleted those units and repurchased. . .
 
Also, I only had 78 formations in player 1, not 100.  Perhaps that had something to do with it. 
 
Seems to be a formation issue, and not a number of units issue.
