Effects of encirclement on isolated units?

There have been some questions regarding the effects of isolating units (see m.asp?m=1525264&mpage=1&key=), and I thought that it would be worthwhile to have a separate thread dedicated to the issue. Several questions that I have identified:
1) The manual does state that units out of supply will not replace readiness, but are surrounded units indeed out of supply? Does this depend on whether they are in a town?
2) Can surrounded units be refitted (Wooglin's experience seems to suggest that the answer is yes)?
3) Do surrounded units that suffer a defeat surrender, retreat through enemy controlled hexes or suffer additional losses to readiness and manpower?
Thanks for your help. I have encircled a French army in Verdun that I am eager to reduce and eliminate!
