French naval affairs form told

The atlantic must have 3 transports...
the med must have 2 transports...

But At start I've only 3 transports at all.

OK. I'll go as fast as possible to buy 2 al least 2 transports

But now what happens ???

Transports on shipping bring you raw materials for your factories - if you don't have enough then you don't get all the raw materials you could have, and your production isn't as high as it could be.
