I'm having trouble finding the manual for steel panthers. Is it included in the download?

I am not certain where you downloaded from, or installed to on your drive. In my installtion it is located at:
"C:\Matrix Games\Steel Panthers World At War\SPWaW-Manual.pdf"
You may also look at installing Enhanced DV or DVRN mods and patch. The downloads and instructions can be located in this forum:

Many players use that mod, which is excellent. I do, and it will also bring you up to date with the latest version of the game.
