Is flying to Earth the endgame?

If I fly to Earth will that be the end of the game? If so, I played the entire game without ever finding a single base

It is the start of the endgame. You will have about 5 missions on Earth to complete. You will not be able to produce or purchase anything on Earth so bring plenty of ammo and stim packs. I just finished a game on medium level and also never had to take an alien base. I think if you are very careful to shoot down ships and attack all ships that land, they never get a chance to build a base.
