Is the manpower of a given country a hard limit? When manpower hits 0 what happens, no more reinforcements?

Yes it would indeed seem as manpower addition is hard coded and different for each country. Whether it is a constant for the duration of the war i do not know, but it should hopefully decline late in the war.

After all Germany could in no way replace the disastrous losses after the Kaiser offensive in 1918 or the relentless one way counter offensives after that.

But the really important numbers are:

Germany + 80 manpower pr. turn
France + 50 manpower pr. turn

In my experience manpower limitation is only a really problem with France which is very vulnerable to attrition early on, as you are correct in that no new conscripts means no new soldiers [:)]

Each country receives new manpower each turn but this declines each year.

The numbers earlier in this thread are from 1914.

It seems to be a limiting reagant (compared with "arms") for France but not for anyone else... Russia and the US particularly have way more men waiting to fight than arms can ever be supplied for.

If anyone ever actually runs out of manpower then they're screwed anyway!! [8D]
