The manual says that ships at sea will use a further point if they stay at sea 'longer than 2 turns'. Does this mean every 2 turns you use up an extra point per ship at sea? Or a point every turn after turn #2?

They seem to use 1 every turn, including the Return command.

This is addressed in the patch.  The game used to allow keeping squadrons on repeat missions, they'd return to port and then back to their station on their own.  In the patch the Return to port will no longer cost an extra asset.
