RHSOIO ???

What if we took RHSCVO (or more likely RHSRAO - the Russian Active version of CVO)
and we set up the task forces, a few land and air units, as in RHSEOS (and RHSAIO) -
so that the scenario is based on the plan Yamamoto thought should have been used (on Dec 10) instead of the plan that was used?
This would be a limited political point scenario - as all strictly historical scenarios of RHS are -
and it would not involve any of the special devices, aircraft, orders of battle, etc done to create the "Japan Enhansed Scenario" - it would be strait up WITP except with a different initial allocation of resources for Japan. Like other scenarios, it isn't particularly oriented to AI play - it is for humans - humans who want to game out what might have happened if the plan to invade Hawaii was implemented - with the actual forces.
OIO could stand for Oahu Invasion Option
Aside from examining the possibilities, it also would address the problem "the start is always the same" - you could have a different start without needing to use EOS (or AIO) - with all their extra political points - and a different political situation assumed for Japan. OIO would be the same leaders, the same stuff - just the staff plan instead of the raiding plan for PH.
This would be unusually easy to create - because it is almost the same as CVO (or RAO) - and the things that change are already defined (so need only to be copied). But there is no point if it isn't something people would use.
