I tried to transfer some Brits to Russia. I had control of the North Atlantic, North Sea and Baltic. I had transports on amphib missions in each sea zone. I could not find a port to transfer them to. I owned Koinsburg(?) and all the Russia cities but I couldn't go to any. Which cities are ports in the Baltic?

Memel and Riga Kronsdat also. [;)]

Stettin, Danzig, Riga, Narva, Petrograd

I tried to land at Riga but it said No path to hex. I had transports on amphib and controlled all the sea areas. I'll have to try it again.
