Naval endurance

There seems to be an error in naval endurance or else it is overly restrictive.
Whenever endurance is down to 1 in a current strategy phase and i end the turn then apparently the ships in question instantaneously gets a return order and does not count for control of sea areas, shipping, amphibious capability.
Not to suffice in the next strategy phase the ships has a "return" order but that means, that you can not alter their status within that strategy phase.
Bottom line is you miss these ships for a full 2 strategy phases.
I think the ships should still be counted at conclusion of the strategy phase where their endurance is down to 1 ?
I am playing against one of the beta testers so i use the newest modified beta patch.
