Tigers Nerfed? Or Hills a big factor?

Hi All,
Played a West Front small sized scenario with Tigers and Panthers which were up against mostly Shermans with some FireFlys and the odd M10. Most of my Tiger and Panther shots resulted in no damage or even any result apart from the odd retreat. On the reverse of the coin, nearly all allied shots took out my Panthers and Tigers. In short my force got decimated and did very little damage in return.
One thing I did notice is that the majority of my engagements were up a slope. Now I'm guessing either these tank models aren't well represented in the game or attacking to a higher elevation carries severe penalties. Anyone else see this?
