RHS USSR Active Scenario Question for Cid

On the 3rd and 5th of January, 1942, the AI attacked Soviet forces in the Amur Oblast, doing significant damage. How long until I can expect the USSR to react?

Never.
IF the Soviets were INACTIVE - you could get a reaction by entering a specific hex. When they are active - they are active - so whatever they are going to do - they will do. I see little action until something like 1 July 1945 - except air strikes - and if you let them - sub attacks.
AI should not Attack the Soviets - all active scenarios are NOT for AI - the ONLY AI scenario has them passive. So one wonders what scenario that might be?

We're playing PBEM. These are air units near enough to reach Russian units and without predesignated targets. They can also reach Chinese units, which is what they're supposed to be operating against.

As long as your PBEM partner knows it was accidental, he should stay stood down.
You will need to stand your aircraft down, stipulate the target or limit their range. Otherwise, they think that the Soviets are legitimate targets.

How else did the Luftwaffe bomb Dublin, a number of times!! What made the USAAF bomb Switzerland??

OK - clear as mud! You wrote AI had done the attack. Now you write PBEM. So it makes no sense to me why AI is being blamed? This is the PLAYER's fault - blame the IJA player - and do whatever makes sense. In 1942 - that might be a stiff diplomatic note. Can Russia really go to war in 1942? If it wants to punish - send an air raid - if you think it won't escalate.

That is correct. You may NOT order air units to attack - leave their targets unspecified - and not see them go after Soviet targets in range. The GAME sees the Soviets as ACTIVE - so YOU must control them when near enough to the USSR to hit them.
a) Assign air units to "training"
b) Assign air units to "escort" (to intercept his recon)
c) Assign air units to "recon" AND DESIGNATE the targets. I say recon of Soviet territory is legit - but if we get shot down - se le guerre - it isn't a war. And vice versa. Other players may have a different attitude. Work out your policy with your opponent.
d) Assign air units to naval missions ONLY WHERE THEY CAN NOT hit a Soviet naval unit. The REASON the Russians are active is that the Russians must send oil, resources, fuel and supplies to/from various points by MERCHANT SHIP.
You better not be attacking those. Cut deals about where this is safe to do - and range limit your planes if they have naval missions to honor the deal.
e) Assign air units to bomb China ONLY IF you designate targets. Otherwise - see a above.
I like to tell the Soviets NOT to send subs to sea. ASW patrols are legitimate missions - and they should detect/reveal if he is doing that. So will Soviet sub attacks! This is a two edged sword - and neither of you wants a war in 1942 - so behave like semi-hostile powers who must get along should and did behave.

Oddly this does NOT happen in WITP - and it probably should! It was not that hard to get lost in that era.
