I was able to upgrade my german Tigers to the Panther. I believe i had an Evasion of 9 and a ground attack of 10. They looked mean. Far better looking than the Tigers that are always seen.

I have been able to upgrade the Russian T-34s to a JSII by doing the same thing. Evansion of 9 and ground attack of 10.

Probably a 10/10 thing, the fastest way to check this is by opening the stock East vs. West scenario and peeking at the Soviet tech screen.....IIRC the Soviets begin the scenario with the JS series.....
