How does one emancipate the slaves?

I keep pressing the emancipation button on the 'Nation' screen and nothing happens.

 As per patch 1.9.23

The USA can now only emancipate when (a) the South has total European
diplomatic support levels of 12 or more, and (b) the USA has a positive Battles
victory score for battles won.

The CSA can now only emancipate when (a) the CSA has a total victory score of 6
or less and (b) the CSA has a negative Battles victory score.
these Emancipation criteria are dropped after 1863.

It isn't possible until certain requirements are met, since otherwise the player could emancipate at Turn 1. (These are outlined in the manual and, I think, the patch documentation for 1.9.23.)

Players should be able to emancipate whenever they desire.

Do you mean a total support level of 12 from England, France and Europe combined?

I cannot find the rule in the manual.

Also, how do I pull up the readme file for the patch?

How do I determine which version of FoF I am running?

As the manual was not updated together with the game you need to read the patch documentation. When you load the game, the version that is installed is visible in the top-right corner.

Why? Lincoln didn't think he could emancipate whenever he wanted to because of the politcal cost. Davis was in the same position only more so. I think this modification of the rules made emancipation much more realistic.

Players should be able to emancipate whenever they desire... and suffer the consequences and/or rewards. If you do not have the political clout to pull it off, you should not attempt it, but if you do so and it backfires (you loose support, rebellion, etc...) or it works and you gain troops and maintain support.

Lincoln or Davis could have attempted to emancipate at any time. They both discussed slavery at their inauguration and contemplated the scenarios.

I think with davis it was considerably more difficult considering that if he did so some southern states would probably have seceded from the confederacy.

OK. I see your point. And actually, I agree with you. No, really! The problem is your way is not the way the game models Emancipation. The games model is that when you click "Emancipate" the action always succeeds and the consequences are always the same (depending on which side you are playing). That being the case, they chose to require certain conditions to be met before you could declare emancipation.

As I said, your idea is a good one - its just a different one from the games model. It would require reprogramming all the procedures around emancipation. It might be something to consider for a future patch or for FoF2!
