I believe that if a unit is unsupplied and cannot access supply then it should not have fully effective opfire. Arguably, it shouldn't be able to op-fire at all, but at the minimum it should suffer the usual target evasion penalty.

I would propose that an unsupplied unit with no access to supply have the target evasion penalty assessed.

I am not proposing that op-fire consume supply, only that it need have access to supply.

I definitely agree. In fact, this is the way I thought it worked until very recently.

I will agree with this as long as opfire does not consume said supply.
